为取得蟠龙之战的胜利，毛泽东想出“加灶法”，让米脂、绥德的部队装出向河东溃败的假象。胡宗南果然中计，误以为陕北的解放军正在向黄河以东地区全线撤退，下令对绥德发起攻击。正当胡宗南向蒋介石报告所谓绥德大捷之际，彭德怀下达了攻击蟠龙的命令，大获全胜。蟠龙战斗缴获大量战利品，解决了西北野战兵团严重缺乏粮食、衣服、弹药、医药的困难。在王家湾坡，分到鞋穿的王大爷孙子兴奋得手舞足蹈。李大爷宰了自家山羊，包成羊肉饺子送给中央首脑。蒋介石又将矛头对准山东解放区，并把希望寄托在爱将七十四师师长张灵甫身上。张灵甫身着缴获的共军装备前来面见蒋介石，以表必胜的决心。蒋许诺待张建功归来后为其授予青天白日勋章。张灵甫仰仗自己的美式装备和蒋介石的青睐，不把总司令汤恩伯、师长黄百韬及李天霞放在眼里。接到华野指挥所在坦埠的情报后，张林甫建功心切，率领七十四师一面抢修道路一面向坦埠扑去。
