毛泽东指示彭德怀在瓦窑堡至李家岔一带消灭敌人的一三五旅。彭德怀在羊马河埋下伏击，待敌人进入羊马河腹地后发起猛攻，将一三五旅围歼。代旅长麦宗禹被我军俘虏后加入解放军。胡宗南接到一三五旅被围歼的消息后，急忙送走了停留在延安的中外记者代表团。胡意欲将我军主力赶到黄河以东，然后分兵“清剿”。毛泽东在陕北同胡宗南部队周旋。在此拖延战术下，胡苦于找不到与我军决战的时机，陷入疲劳与缺粮的困境。蒋介石接到上告杜聿明动用军费建造中正大学的材料，派白崇禧赴沈阳调查。杜聿明急怒交加，晕了过去。事后杜的夫人为夫鸣不平，杜认为恶意陷害自己的人正是陈诚。蒋介石收到空军在绥德一带发现共军主力的报告，立即转告胡宗南。胡认为此乃千载难逢的好战机，意欲将我军主力歼灭在绥德吴堡地区。彭德怀利用此时敌人后方守备空虚的机会，准备在蟠龙打一场攻坚战。
