潘天赐恩威并施，收服阎武，引为心腹。冯师爷也因阴谋败露，逃离潘府。李三奉命查找，并借机访知了扬州城中各处老壶所在。风波平息后，潘天赐开始清查盐商账目。盐商们人人自危，通过各种关系，把一些好茶壶、老茶壶送往运司衙门。冯师爷被阎武抓获，押到盐运司，潘天赐将其逐出衙门。正当潘天赐得意之际，朝廷又派来一员钦差来到扬州，追查前任钦差死之原因，还要查看盐运司的账目。潘天赐感到大事不妙，一阵晕旋……一番试探后得知，此任钦差虽然年轻，但为官严谨，品行端正，既不贪财，也不好色。潘天赐心慌了。为了阻挠调查，潘天赐用尽办法。无奈处处落于人后，钦差每每抢得先机。通过微服私访、查看账目、提审囚犯，渐渐查清了真相。感到了凶多吉少的潘天赐写下遗书，对后事及所珍藏紫砂壶一一交待，并立下家规“潘家从此之后代不得为官”。忧心忡忡的潘天赐来到平山堂烧香敬佛，祈求保佑，得与方丈结下善缘。老方丈送他一包茶叶，一把老茶壶，并嘱“以此壶泡此茶，定能转危为安”。在京城，潘太太、四公子也在朝廷打通关系，准备营救。钦差给潘天赐定了六条罪状，将他去职关入大牢，同时还有与钦差死亡有关的柳叶，及污点证人孙黑子。牢中万念俱灰的潘天赐准备自尽。
