叶挺夫人李秀文倾尽家财，在香港等地购买3600支手枪及200架望远镜，亲自千里押运到皖南，准备赠送给新四军打鬼子，不料竟被第三战区司令长官顾祝同无理扣押。叶挺闻讯怒不可遏飞身上马，直奔上饶。叶挺闯进顾祝同司令部兴师问罪。顾祝同乃叶挺保定军校同学，理屈词穷，不得不将手枪完璧归赵。李秀文随叶挺回到军部。为解决新四军经费困难等问题，叶挺来到重庆。蒋介石召见叶挺，再次劝叶挺加入国民党，即可前程无量。对叶挺所提经费和番号等问题，蒋则推托不予解决。叶挺气愤之极，再次提出辞呈。蒋介石欣然应允，并准备给他安排新的职务。叶挺借口回家办理弟弟丧事，离开重庆。叶挺回到澳门不久，廖承志忽携新四军医务处长沈其震找到家里，称奉项英命专程来请军长回军部视事。叶挺不愿回云岭，但仍带沈其震到香港拜见宋庆龄，获得保卫中国同盟大批医疗物资及数万元现金捐赠。1940年春节后，叶挺携李秀文及沈其震飞回重庆，继续为新支队番号及经费奔波。赴苏联治伤的周恩来飞回重庆，立刻找到叶挺，传达了中央的意图，希望叶挺重回新四军工作。叶挺深明大义，表示愿意回到云岭工作，并给蒋介石写信通报，收回辞呈。
