折磨摧残龙须沟百姓的不仅是人祸，还有人祸造成的天灾。每到雨季，沟水泛滥，房倒屋塌砸死人是家常便饭。反动政府年年征捐收税，就是不给老百姓修龙须沟。大雨刚过，刘巡长(张双利 饰)又来收捐收税，为了一家五口的生计，刘巡长只能忍辱负重的干着这么没良心的事。龙须沟的老老少少受尽了反动政府的迫害，天灾人祸严相逼，老百姓简直活不下去了。共产党地下工作人员孙新(李大海 饰)在与济世堂老板接头后，遇上了前来收保护费的黑旋风(张会忠 饰)，孙新不予计较，决定给钱走人，没想到这一轻率的举动让恶霸黑旋风起了疑心，看出了破绽。正巧路过的程娘子(马以 饰)有意以向冯狗子(孙一理 饰)索要烟钱为由搅了局，孙新成功逃离。气急败坏的冯狗子打上了程宝庆的家门，正巧被好心的赵大爷(姜华 饰)撞见，街坊四邻齐心合力赶走了冯狗子。共产党与国民党在北平的战事吃紧，周旅长因需护送战备粮草一事暂时离开了周府。姜仁(马文忠 饰)察觉到了孙新等共产党的可疑行踪，认为孙新很可能还在城内，让李义(马君 饰)派重兵把守西直门，严查过往行人。被龙须沟的街坊打出来的冯狗子回到了黑旋风那里愤愤不平。宝庆全院的百姓都在等着冯狗子的再次到来，尤其是赵大爷，准备以命相抵，回了家的程娘子向疯子道出了事情的缘由。宝庆心急如焚，转天一早出了龙须沟寻找孙先生。丁四(杨平友 饰)已给周旅长太太拉包月为名顺利送走了孙新。程娘子及全院的街坊终于找到了疯子，但丁四的行踪已经引起了李义的怀疑。李义找到周太太(于小慧 饰)(于小惠 饰)核实，怀疑是丁四私通八路，抓来了丁四向周太太亲口核实。
