晋察冀军区成立两周年之际，日军第二旅团团长阿部规秀中将派十村大佐率伪军1000多人，兵分三路对我一分区进行扫荡。聂荣臻同意杨成武司令在雁宿崖消灭敌人的作战计划。

杨成武按计划率部队在雁宿崖打败日军，日军军官十村战死，藤田自杀。阿部规秀大怒，紧急出动第二旅1500多人，向涞源城进发。聂荣臻与众人商讨应敌方案，决定由杨成武率兵引敌入银坊，再诱敌东进，等敌人进入黄土岭后集中兵力一举歼灭。阿部规秀中将被我军炮弹击中毙命。
